Statement:

Neglection is a project created by Belarusian artist Liliya Kvatsabaya using Lidar and Blender. Each scene of the project tells about the events that took place before and after the Belarusian protests in 2020, immersing the viewer in the state of being in an unsafe space. Each scene is accompanied by videos combined together and recorded by Liliya during the 2020 Belarusian protests and is accompanied by music created by the Belarusian musician Morbid Kvlt https://soundcloud.com/morbid-kvlt

Exploring and examining objects created with LiDAR and Blender, the project Neglection allows the viewer to draw attention to cases of human rights violations in Belarus, as well as to acquaint the viewer with the events that unfolded and are being debunked in Belarus. 

Scene_1, the first scene of the project, is filled with objects that tell about the dictatorial regime of Alexander Lukashenko, who has been in power for 27 years and openly calls himself "The Last Dictator in Europe."

The entire rule of Alexander Lukashenko was accompanied by the disappearance of opponents and Belarusian opposition leaders and led to a vulnerable position of the Belarusian language and culture. State propaganda, along with the obedient police that torture people in prisons, are the tools of the regime against the Belarusian people. Portraits of Alexander Lukashenko hang in some Belarusian schools and in many administrative buildings suppose to increase 'patriotic' feelings and 'respect.'

In the artwork, standing legs, distorted and enlarged in scale, together with a chair on which traces of torture are visible, remind the viewer of the monstrous sacrifices and losses that Belarusians have to go through in the struggle for freedom.

Scene 2, the second scene of the project is filled with objects which express the feelings of the artist upon viewing the brutal footage of beatings of Belarusians on the streets during peaceful protests that began in August 2020 after the rigged elections.

Liliya talks about how the authorities turned off the Internet after the elections in the country. "At the polling station where I came to vote for Svetlana Tikhanovskaya, I met many people who came with hope in their hearts that everything would be different in this election. When I was returning home, I began to write to my friend about what I had voted. At some point I noticed that my Internet was not working. The authorities turned off the Internet so that people could not find out about all the cases of violence in the country and so that they could not communicate with each other. By the evening I began to worry, I felt that something terrible was going to happen. Anxiety gripped my whole body and I felt the tension that had to break out sooner or later."

Scene_3, the third scene of the series is filled with objects which express the brutal beatings and torture by the Belarusian security forces against the participants of the protest.

In August 2020, after the rigged elections, mass peaceful protests began, which were suppressed with unprecedented brutality. When the authorities turned on the Internet in Belarus, shocking photos and videos began to appear on the network with security forces throwing stun grenades at people and beating them with batons.

People who were arrested for participating in a peaceful protest told about beatings, torture and bullying, as well as about the inhuman conditions in the prison cells. Torture included hair pulling, strangulation, and rape.  Many detainees were placed in prison cells that were crowded with people beyond capacity.

In Belarusian prisons, color tags were used on clothes and body parts in order to categorize detainees. The tags determined the level of cruelty a person would be subjected to. When a detainee was marked yellow with a can of paint, it meant that this person should be subjected to torture and ill-treatment, but they was not mutilated. When a detainee was marked in red, it meant that the person was usually left disabled. People with a bright, eye-catching appearance were marked in green, and such people could be mutilated and verbally insulted. People were marked in black, who were then subjected to the most cruel types of torture.

So far, no criminal case has been initiated in Belarus against law enforcement officials who participated in the brutal dispersal of peaceful protests and tortured detainees. In particular, the people involved in the death of eight participants of peaceful protests were not arrested or brought to criminal responsibility.

Scene 4, the fourth scene of the project "Neglection" tells about the topic of mass detentions carried out by the Belarusian authorities. At the beginning of the protests in August 2020, more than 35 thousand people were detained in total. 

The police caught people on the streets and checked the surveillance cameras on the street. If the police noticed a person who, in their opinion, supported the opposition, they take him/her into a special car and beat them as well as force them to show their phone to check his/her subscription to "extremist" resources on the Internet. Belarusian police also followed citizens’ comments on social networks, and then searched people's homes, breaking and spoiling property.

This scene reveals and shows the state of constant anxiety from the possibility of being arrested. Inorganic broken shapes, as well as self-portraits with altered textures, create a unique environment in which the viewer has the opportunity to feel vulnerable.

Home is a place that we associate with safety and comfort. Slowly penetrating into people's homes and becoming an integral invisible part of each individual's life, the danger contained in distorted, mutilated forms creeps closer to the viewer.

Deprived of a sense of security, waiting for the arrival of the police and arrest, Belarusians are trying to close their space in order to have time to heal their wounds. Despite trying to limit the influence of the dark entity, it still finds ways to get inside.

In 2020 and 2021, Belarusians failed to overthrow the dictator. Many Belarusians left the country fearing persecution. The sanctions imposed by the countries of Europe and the United States proved ineffective and did not stop the dictator, and Vladimir Putin continued to sponsor the Lukashenka regime. 

Now, in 2022, the Belarusian dictator Alexander Lukashenko is sending weapons and military equipment to help the Russian army seize Ukraine and kill the peaceful Ukrainian population.
